State Assessment Process (and Other Referrals)
The software allows you to prepare a complete application incorporating the assessment of State government and other referral agency matters.
The software also provides the ability for Applicants to complete their assessment against the State codes under Reporting (Applicant) step and will generate your completed assessment in the State code compliance tables.
How to complete State assessment (and other referral) matters in software?
At the State & Federal (Applicant)step, working through the list of potentially applicable State matters in the left pane, identify and record any relevant State matters that affect the category of assessment or require referral of the application and assessment of other prescribed matters.
Adding an additional categorising provision at the State & Federal (Applicant)step will ensure there is a corresponding task for you to address at theReporting (Applicant) step.
2. At the Codes (Applicant) step, confirm which State codes are relevant to the application.
3. At the Reporting (Applicant) step, complete your assessment against the relevant State codes.
State codes can be located under the Codes component at theReporting (Applicant) step.
Other State and Federals matters can be addressed as part of the Other Assessment tasks at theReporting (Applicant) step.
4. At the Reporting - Supporting Documents (Applicant) attach plans and technical reports.
It is important that you revisit the above steps to update your application details in the software when responding to a referral agency's information request.
This will save you time as you will not need to separately refer the information response to Council.
The software can be the source of truth for your application. This help to elevate amended responses due to different plan and report versions as everyone will be working on the latest application material.
How to refer an application to a referral agency?
Unless the referral agency is using the software (or an integrated referral system), applications must be referred to referral agencies by means outside the software’s functionality ('alternative modes of referral' using email or uploading to other referral platforms).
The Queensland State Government and other referral agencies in Queensland are not presently using the software or an integrated referral system, so development applications lodged in Queensland (Australia) must be referred to referal agencies by alternative modes of referral.
Typically referral of the application will happen after the application is lodged with the local authority (eg. after receipt of a Confirmation notice).
For alternative modes of referral, follow these steps:
1. Locate and open the application (using the link provided in an automated email or click on the application card on Applications dashboard).
2. Using the Documents feature in the top toolbar, download a copy of the relevant application material (eg. Parts 1-4, Confirmation Notice).
Your completed State code compliance tables and your assessment against the Other referral matters will be contained in Part 2 of the application material.
3. Send the application material to the Referral agency using an alternative mode of referral.
Process for State assessment (and other referrals)

Missed referrals
Once a missed referral is identified and a notice is given to each party to the application outside the software. The below examples are suggestions only. Please contact the relevant authority on their defined processes for how to address missed referrals.
Scenario 1 - Where the application is in an Authority status
The Authority has issued a Confirmation Notice and the application is currently pending an Information request and is in the Information request status.
Along with asking for more information against other assessment items, the Assessment manager can navigate to Categories (Authority) step using the workflow toolbar. The Assessment manager can either use the 'Add trigger' in the left hand navigation panel or ask for more information against an existing list of filtered triggers.
Adding a trigger will create a new task in the right hand panel for the Assessment manager. The Assessment Manager can then select 'More information required' and request the application be referred to the missed referral. Once the Authority selects publish, the application will be pushed into an Applicant status and the item will appear in the Information request.
The Application manager will be required to provide a response against the referral item in the Categories (Applicant) step. If required, the Application manager can then update the application details and assessment in the software to address the referral matters. The Application Manager can then publish the application. After the application has been published and pushed back into the Authority status, the Application manager can then download a copy of the application using the Documents feature and send the application to the referral outside the software using another mode of referral.
The missed referral processs described above also applies to an application that is the Authority Evaluation status or Public notification status.
However, if an application is in Finalising report status or Finalising decision status, the Assessment manager will need to manually update the application back to Evaluation status before navigating to the Categories (Authority) step.
Scenario 2 - Where the application is in the Applicant status
The Authority has issued an Information request and the application is currently pending an Information request response and is in the Further information status.
Once the Application manager has received the notice of a missed referral outside the software, the Application manager can navigate to the Categories (Applicant) step using the workflow toolbar. The Application manager can either use the 'Add trigger' in the left hand navigation panel, review the middle information panel, and then make the relevant selections in the right hand panel or for existing list of filtered triggers, the Applicant manager can update their selection in the right hand panel.
If required, the Application manager can then update the application details and assessment in the software to address the referral matters.
The Application Manager can then publish the application. Once the Application manager selects publish, the application will be pushed into an Authority status. After the application has been published and pushed back into the Authority status, the Application manager can then download a copy of the application using the Documents feature and send the application to the referral outside the software using another mode of referral.
The missed referral process described above also applies to an application that is in the Applicant Further advice status.
