Automation of the local planning schemes higher-order strategic framework assessment.

Temporary Local Planning Instrument (TLPI)

 A list of all possible TLPI's are identified and updated for each applicable local government area. 

Local Government Infrastructure Plan (LGIP)

A list of all possible LGIP's are identified and updated for each applicable local government area. 

SPP (State Planning Policy) matters

All mapped SPP layers are returned at this point (as well as the Planning Summary) for you to make an assessment against. State Planning Policy and fact sheet resources are provided to help make your assessment. 

Other state matters

Any other state matters can be dealt with here.

State benchmarks

Any further discussion around state benchmarks can be discussed here.

Competing local other assessment

When you reach the Local other assessment section of the Reporting step, the page will present you with the following:

Strategic framework

This section is where you have the opportunity to discuss the local planning scheme strategic framework. This feature is available for all application types, including both code and impact assessable applications. 

1. Select +Add to create new subject matter and text fields.

2. Use the drop-down button to select from the different sections of the strategic outcomes.

3. Once you have selected the strategic outcome, select +Add Subsection to add the strategic elements of the section. 

Use the strategic framework to help make an assessment against the outcome and element. You can find the strategic framework located in the Planning Summary , under Resources - Codes/Policy.

4. Continue adding strategic outcomes by selecting the +Add button.

5. When you have completed your assessment for the overlay mapping and codes select Mark Complete and move onto the next step.

TLPI (Temporary Local Planning Instrument) 

If your local government area has a TLPI currently in place they will be listed here. 

1. If your development application is requiring assessment against a TLPI, use this section to provide a detailed discussion on the matter.

2. Select +Add to create new subject matter and text fields.

3. Use the drop-down field to select the applicable TLPI you wish to discuss further.

4. Add your discussion.

5. When you have completed your assessment of the TLPI select Mark Complete and move onto the next step.

Append any documents relating to the TLPI within the Upload Documents section.

LGIP (Local Government Infrastructure Plan)

If your local government area has an LGIP currently in place, the infrastructure subject matter will be listed here. 

1. If your development application is requiring assessment against the LGIP, use this section to provide a detailed discussion on the matter.

2. Select +Add to create new subject matter and text fields.

3. Use the drop-down field to select the applicable LGIP subject matter you wish to discuss further.

4. Add your discussion.

5. When you have completed your assessment of the TLPI select Mark Complete and move onto the next step.

Append any documents relating to the TLPI within the Upload Documents section.

Completing State other assessment

When you reach the State other assessment section, of the Reporting step, the page will present you with the following:


SPP matters (State Planning Policy matters)

This section is where you have the opportunity to address any SPP matters affecting the site. A list of mapped SPP layers are provided to help you identify what is affecting the site. 

1. Select +Add to create new subject matter and text fields.

2. Use the drop-down to select the applicable SPP subject matter.

3. Make your assessment against the SPP matter in the discussion text box.

Use the Policy and Fact Sheet resources to the right of the page to help guide your assessment.

4. When you have completed your assessment of the SPP matters select Mark Complete and move onto the next step.

Other state matters

This section is where you can address any other state matters that are not dealt with within the previous sections.  

1. Select +Add to create new subject matter and text fields.

2. In the subject drop-down, choose the applicable subject i.e. SEQ Regional Plan.

Select 'other' from the drop-down list to create a bespoke heading. 

3. Make your assessment against the other state matter in the discussion text box.

4. When you have completed your assessment for the other state matters select Mark Complete and move onto the next step.

State benchmarks 

This section is where you can address any state benchmarks that might be applicable to the development application. 

The state benchmarks listed here are automated from the State & Federal step.

1. Use the drop-down arrow to view the subject matter and text fields.

2. Make your assessment against the state benchmark.

Append any documents relating to the State benchmark within the Upload Documents section.

3. When you have completed your assessment for the other state matters select Mark Complete and move onto the next step.

How to complete the Other relevant matters

For impact assessable development, the assessment manager may carry out an assessment against or having regard to, any other relevant matter (other than a person's personal circumstances, financial or otherwise [Planning Act s45]).

This section may be used to address:

  • a planning need;

  • the current relevance of the assessment benchmarks in the light of changed circumstances; and 

  • whether assessment benchmarks or other prescribed matters were based on material errors. 

1. Use the +Add button to create a text box and subject heading.

2. Use the drop-down field to select the type of relevant matter for discussion.

3. Use the 'other' field to discuss any other relevant matters that are applicable to your site. When selecting 'other', you have the option to write your own heading. 

4. When you have completed your assessment for the Other relevant matters select Mark Complete and move onto the next step.
